Scope: Foundational international environmental and climate conferences from Stockholm (1972) to Rio (1992), followed by every UNFCCC Conference of the Parties from COP 1 to COP 30. COP 6 is divided into its failed Hague session and resumed Bonn session. The report excludes most technical subsidiary-body meetings and non-UN summits unless they materially established the climate-negotiation architecture. Participation figures refer to countries or state/Party delegations, not total individual attendance.
Abstract
International climate summitry developed from broad environmental diplomacy in Stockholm in 1972 into a permanent treaty system after the 1992 UN Framework Convention on Climate Change. Early scientific conferences in Geneva, Villach and Toronto established the warning, precaution and numerical-target vocabulary later negotiated by states. The COP process then moved through three principal architectures: the top-down, differentiated targets of the Kyoto Protocol; the post-Copenhagen shift towards nationally determined pledges and climate finance; and the Paris Agreement’s universal cycle of contributions, transparency and stocktakes. Participation expanded to near-universal state representation, while outcomes increasingly addressed adaptation, technology, forests, loss and damage, just transition and fossil fuels. Yet the chronology also records repeated breakdowns, postponed decisions, diluted language and persistent gaps between agreed temperature goals, finance and national implementation. For The Sunshine Find, the summits form a documentary theatre in which scientific evidence, national interest, development claims, corporate presence, catastrophe narratives and demands for action are compressed into annually staged texts. Their history helps explain both the authority of climate consensus and the frustration that later feeds protest and direct-action narratives.

Method and source policy
Academic evidence. The historical interpretation is based on peer-reviewed articles and scholarly books on the science-policy interface, negotiation design, Kyoto, Copenhagen and Paris. Only verified academic works appear in the numbered reference list.
Institutional evidence. Exact conference participation, decisions and current outcomes are drawn from UN, WMO, UNEP and UNFCCC records, supplemented by the International Institute for Sustainable Development’s Earth Negotiations Bulletin. These are primary or institutional sources and are identified separately from scholarship.
Participation method. For COP 1-COP 30, the report uses a consistent count of unique Party and observer-state delegations in the updated Blinova-Emuru-Bagozzi attendance dataset. These figures are not total people registered and exclude NGOs, intergovernmental organisations and media. They may differ from contemporary headline totals because official rosters, late registrations, OCR and delegation-name normalisation are not fully uniform. The known COP 1 discrepancy is stated explicitly. COP 29 and COP 30 counts use the authors’ updated repository beyond the peer-reviewed article’s 2023 endpoint.
Terminology. The report uses “resolution” in the user’s broad sense. Legally and procedurally, COP outputs include treaties, amendments, decisions, declarations, political accords, work programmes and presidency initiatives; their status is specified in each entry.

The beginnings are best understood as a sequence rather than a single founding summit: Stockholm supplied the general environmental framework; scientific climate conferences established the warning and assessment system; ministerial meetings tested targets and equity principles; and Rio created the treaty institution within which annual negotiations continue.

3. From adaptation to Paris, 2006-2015
As Kyoto’s limited coverage became increasingly apparent, negotiations expanded towards adaptation, forests, finance and a legal framework applicable to all Parties. Copenhagen failed to produce the expected treaty but introduced the pledge-and-finance logic later formalised through Cancun, Durban, Lima and Paris.

5. Interpretive synthesis: summitry, spectacle and implementation
The chronology shows a continuous enlargement of the object called “climate policy”. Early meetings were dominated by atmospheric science, research coordination and the question of whether anthropogenic warming justified precautionary action. By Rio and Kyoto, the central issue became the allocation of quantified obligations. After Copenhagen, the regime increasingly organised itself through national pledges, common reporting, financial mobilisation and recurrent review. Adaptation, loss and damage, forests, food systems, gender, Indigenous participation and just transition entered the formal vocabulary because climate change could no longer be treated only as an emissions-accounting problem.
This enlargement has not eliminated the structural conflict visible since Stockholm and Noordwijk: industrialised states seek broad participation, while developing countries insist that historical responsibility, development needs, finance and technological capacity differentiate what participation can mean. The succession from Kyoto to Paris did not resolve this conflict; it redesigned it. Paris achieved universality by making national mitigation ambition self-determined, while binding Parties more firmly to procedural cycles of submission, transparency and review. This design is politically durable but cannot guarantee that aggregate national action matches the temperature goal.
Within The Sunshine Find, climate summits connect most directly to The Random Archive, Discovery of Global Warming and Countdown. They convert scientific measurements, forecasts and disasters into an annually renewed public script of urgency, negotiation, delay and promised implementation. Their large venues, controlled access systems, national pavilions, media stages and numerical dashboards also form a kind of panoptic political theatre: a global problem is rendered visible and administratively observable, yet decision-making remains unevenly distributed and frequently opaque.
The relation to the project’s later material on environmental radicalism should therefore be stated cautiously. Summit outcomes do not directly explain the Earth Liberation Front or other clandestine actions. They do, however, document the widening historical gap between recognised danger and delivered mitigation, together with recurring disputes over legitimacy, finance and enforcement. That gap is part of the political environment in which movements debate lobbying, mass protest, civil disobedience, sabotage and the contested label of eco-terrorism. The archive can place these repertoires beside summit diplomacy without treating them as equivalent forms of action or collapsing verified history into its parafictional narrative.
